Unlike other states, the referendum will be nonbinding, and is only intended to provide the General Assembly with information on whether residents in the state favor legalization. The ballot question will simply ask voters “Shall the Pennsylvania General Assembly legalize marijuana for personal use by adults?” Following the vote, the General Assembly may choose to follow the results of the referendum, and adopt regulations to allow or prohibit recreational marijuana.
