Car Sales Fell to a Three-Year Low in January. Auto Repair Land Use Filings Are Running Three to One Against Dealerships.
Americans bought cars in January 2026 at an annual rate of 14,999,000. That is the weakest month since December 2022. The figure comes from the Bureau of Economic Analysis, which counts new vehicles sold every month.
One weak month is not a trend. The eleven months through July 2026 averaged 16,364,000 units a year. The eleven months before that averaged 16,788,000. Sales are down about 2.5 percent, or 424,000 cars a year.
Meanwhile the shops that fix cars are filing for permits at a pace dealerships are not matching. Over the same twelve months, towns took up 436 auto repair filings against 111 for car dealerships. That is close to four to one.

The Tariff Spike, Then the Payback
The monthly numbers show a clear shape. In March 2025 sales jumped to an annual rate of 18,350,000, the strongest month in years. Buyers were moving early, ahead of expected price rises. Ten months later the rate had fallen to 14,999,000.
Sales pulled forward have to come out of somewhere. They came out of 2026.
California's tax consultants describe the same forces from the revenue side. HdL Companies tracks sales tax for cities across the state and publishes a forecast that councils receive in open session. Corona's City Council took the June 2026 edition this summer.
That report forecasts the category it calls Autos and Transportation at minus 0.3 percent for the 2025-26 fiscal year. Sales tax overall is forecast up 2.7 percent. Cars are the sector going backwards while retail moves ahead. HdL also flags that its data trails actual sales by three to six months.
On why, the report is direct:
"This category posted a slight gain in the first quarter of 2026, as higher average transaction prices offset weaker unit sales."
In plain terms: fewer cars were sold. The money held up only because each car cost more. Sales tax is charged on price, so a falling number of sales can still look flat.
HdL blames tariffs reaching buyers after carmakers absorbed them for a while, plus rising material costs. It expects high prices, economic uncertainty and cautious shoppers to keep holding unit sales down. Then it names what follows. Demand is pent up, it says, driven by the record age of the nation's vehicle fleet.
A record-age fleet is the other side of weak sales. Cars nobody replaced are still on the road, and they need work.
Repair Filings, Month by Month
Every month in the year ran ahead on repair. Not once did dealership filings come close.

Two things stand out. April was the one month dealerships showed up in force, at 30 filings. And used car lots finished the year slightly ahead of new car dealerships, 115 against 111, which is what happens when new car prices push buyers down a tier.
A permit is not a sale. These filings count buildings and land, not cars moved off a lot. That is why the national unit numbers matter alongside them.
One Applicant Dropped the Dealership and Asked for a Repair Shop
In Palos Heights, Illinois, Amer Alayan came to the city with a plan for a rental car service and a car dealership at 6350 West 135th Street. By the time the petition reached the commission, that plan was gone. The minutes record it plainly: the original proposal of a rental car service and car dealership is no longer being proposed. What he asked for instead was an automotive service center.
He has not got it yet. The petition was tabled in November 2025 and relisted in December under old business, and the record shows no decision. Alderman Key raised that work had already begun in the space without approval and without a building permit, and that an automotive business across the street had drawn complaints for years. Alderman McGrogan raised vehicles being left in the parking lot.
The record also contradicts itself on where the property is. One page of the agenda gives the parcel number as 24-32-300-013-0000. Another gives 23-25-433-009-0000, for the same docket.
One Car Town Went Up. The State Went Down.
Corona, California is a car town. Its top sales tax producers include CardinaleWay Hyundai, Corona Nissan, Spreen Honda Corona and Toyota Of Corona.
In the first quarter of 2026 Corona's new motor vehicle dealers were up 21.5 percent. The same category across HdL's statewide client base was down 0.5 percent. Corona's own explanation for its strong quarter: results were supported by the recent opening of a new auto dealership in Corona, and by much stronger sales at another dealership.
That is the pattern worth understanding. A town that lands a new dealership books a jump. The state it sits in still goes backwards. Growth in this sector is being redistributed between towns more than it is being created.
The Money Is Going Into Maintenance Formats
Of the repair filings, 28 name a national chain. Nineteen of those are quick oil change bays. Valvoline is 15, in Missouri, Ohio, Wisconsin, Florida, New York, Massachusetts and New Jersey. Take 5 Oil Change is four. Christian Brothers Automotive is three. Mavis is two.
Oil changes are what an older car needs most often. It is also the format with capital behind it. The clearest look at who owns a brand comes from Lancaster, New York. On April 6, 2026 the Town Board granted a special permit for an oil change shop at 4885 Transit Road. The name on the resolution is not the name going on the building:
"the application of Purple Acquisitions, LLC (d/b/a Take 5 Oil Change) for a Special Use Permit to operate an automotive oil change shop at 4885 Transit Road"
The letters "d/b/a" mean doing business as. A customer sees a Take 5 sign. The public file shows a company called Purple Acquisitions. The permit runs two years and must be renewed in writing. The hearing opened at 7:08 that evening and closed at 7:10. The minutes line for people who came to speak reads "None."
Parts retail moves the same way. Nineteen towns took up a filing tied to an auto parts store, across 22 filings. AutoZone is named in 11 of them. Five AutoZone projects are moving in four states, at different stages. Kenosha, Wisconsin ran an initial and a final hearing at 4116 52nd Street. Venango County, Pennsylvania reviewed a new store down to the lighting plan. Hebron, Ohio, a village of 2,326, took up preliminary plans. Pike County, Pennsylvania had a revised plan back for review. Middletown Township, New Jersey listed a resolution for approval. Older cars mean more parts sold over the counter.
What Towns Demand in Return
Towns rarely reject these shops. Of the repair filings, 17 mention a denial and 26 an objection, and those words often belong to another item in the same document. Towns attach conditions instead. Four recur: a cap on cars parked outside, every car outside must run, no body work, and all repairs indoors.
Lina and Angel Herrera asked Homer Glen, Illinois on July 16, 2026 to open A Plus Auto Service 3 at 15743 South Bell Road. The unit has 10 bays. It had sat empty since a Tuffy's Tire and Auto Service closed in 2024. Staff set the limit at 15 cars parked behind the building. Homer Glen requires three spaces per bay plus one per worker. Ten bays and five or six workers comes to 35 or 36 spaces. Staff cleared it because the last tenant needed the same count.
Beaumont, Texas shows the vote is real. On July 7, 2026 the Council heard two auto repair permits in one session. Both sat in the district it calls Neighborhood Commercial. Both were recommended for approval. It passed 3268 Highland Avenue unanimously as Ordinance 26-035. It denied 1109 Harriot Street, where the city had revoked a permit in February 2023 after the previous operator broke the conditions. Every member voted for the denial. Same district, same night, same use. The difference was the address.
The Exception: Electric Vehicle Service
The largest repair buildings of the year serve electric cars. Management and real estate firms file them, not mechanics. San Jose, California approved a 107,719 square foot conversion on 13.68 acres, for electric vehicle delivery, indoor sales and service, with 807 vehicle stalls. The Planning Commission passed it on consent on April 8, 2026, 10 to 0 with one absent.
One went the other way. The Town of Poughkeepsie, New York spent months on a 20,500 square foot electric vehicle repair building off Route 9D, on 4.39 acres. The applicant is O'Connor Management LLC. The owner is Socker Spring Park LLC. In January the agenda called it an electric vehicle facility and adjourned it. By April it read Tesla Electric Vehicle Facility. The decision agenda for May 21, 2026 carries one line: to be withdrawn at the request of the applicant. No vote was taken. No reason is recorded.
What to Watch
- Whether monthly car sales climb back above 17,000,000. The rate has not held there since June 2026.
- Whether HdL's forecast of 2.5 percent growth for Autos and Transportation in 2026-27 arrives as more cars or just higher prices again.
- Whether used car filings keep finishing ahead of new car dealership filings. That is the cleanest local sign that buyers are trading down.
- Whether Palos Heights ever decides the Chicago Elite Automotive petition, and on which parcel number.
- Whether the same company names start repeating across state lines in the repair filings. That is the first sign a group is being assembled rather than a franchise sold one at a time.
- Whether the Route 9D site returns with a different applicant, a smaller building, or not at all.
